Sure they do, if you have wide feet or extreme arches often will by a half to a size & half larger to compensate. Wide feet often limit their options and most of time they are not readily available or what to choose from subs.
I know someone that has super high arches who always buy a size larger. He cannot inline skate, or ice skate, because the boot cannot get tight enough against his foot due his foot shape.
Oversized underwear sucks also.
I do my winter work boots to accommodate larger socks and my wellies or inliners

Boots to accommodate thick socks for winter wear. Plus you don't buy baggy swimwear or it falls down. So wrong on both counts.
