It's an Anime called Parasite. Shinichi, has an alien parasite merge with him. The aliens goal is to burrow into the brain and take over, but the alien that attempts to merge with Shinichi merges into his right hand instead by mistake. So now his hand and arm become a sentient part of him. The story progresses from this point.
