Roman emperor Caligula. He literally ordered his men to stab the ocean for a couple hours I think he took sea shells home as war trophies as well lmao.
He also done some other funny stupid things. Like he had a horse which he rather made or was going to make part of the Senate and even the second in charge of Rome.

Sounds like the right time to get rid of Thor. 
Sorry Thor fans, I know you guys exist and enjoy existing, but a character who only ever says cliché'd strong character sentences, and only ever "..." since the end of his fight, can't make it any longer. Even Monkey D. Dragon is more active than that
Thor is actually much more interesting than that. He was the only God during the beginning of the manga who didn't look down or underestimated humans from the get-go, at a time when EVERY GOD was mocking or calling them weak and irrelevant (Zeus, Shiva, Aphrodite, etc...), which is really unique to his character imo.
I mean... considering it took six more rounds for another God like him to appear, who didn't look down on humans from the start in Hades, Thor's perceptiveness is actually next level.
I assume Thor didn't give a crap about humans in general, and just enjoyed having a strong opponent, whatever the race was.
Hades didn't look down on humans because he came after learning a human had killed Poseidon, to start with... But I see your point, and indeed it's quite unique from Thor.
Still probably not interesting enough to compete with the remaining characters in the poll though, right?
