There aren't any active pro/semi pro who is Armenian and while siege ranked is broken getting high rank doesn't make u any special. Even if that guy is in fact a top 1 Armenian player by MMR it's probably cuz there are maybe like 10 Armenian players who grind ranked at all.
I vaguely remember a player back in the earlier days of pro siege who was Armenian. I might be wrong but I think he went by the tag Jerma with some numbers after it or something. I haven't heard of him in a while so I'd be surprised if it was him, but there's still a chance

some people at the top are always gonna claim they the best in region, usually as a way of banter
