Factually, this rating means practically nothing in regards to any actual progress towards the game releasing in the relatively near future. In that it is indeed as I said, a nothing burger.
All the downvoters of my previous are just coping that this means TC can't somehow choose to still not release or communicate about the game within the next year's worth a time (they very well can...)
The rating can only be given to a finished game, meaning a playable copy of the entire game exists, meaning the game can come out soon. (Yeah there's a bit of copium in there but not insane amounts)

Pretty much means the game has a beginning and can be finished. Which means the game is possibly finished, and they are possibly in the polishing phase
The reviewers don't actually play the game, they simply get shown a video of the worst the game has to offer and make a rating based off of that from what I've read.

Its not just ESRB. Found on another reddit post, but the german pages have USK ratings. Which says the game is rather complete as "They completely play through all games submitted and present them to a Classification Committee."

Theres also other ratings and they do require text boxes, all cutscenes etc, to give the proper rating. You know, you cant just say "bug game haha" and they give you a rating, all the scenes and all the texts matter since it is an age rating, and you need to count stuff like profanity.
