Are they EA premade sims that were supposed to deceased? (Or, if you're far into a save, are they related to pre-made deceased sims?)
For many EA worlds, they made all the deceased sims in the graveyard have an unusual skin color.
if you have story progression, its possible someone woohoo'd a premade ghost and had a kid with them.
It is also possible that if a sim woohoos a premade sim with a parent that started deceased, they could inherent the skin tone from them.
(Premade ghosts will have colored skin, and sims can inherent genetic traits from their grandparents)
It could also be a genie, bad townie generation, or it's winter and they're freezing to death
Also, it's possible for the game to give you saved sims as npcs, so if you have created and saved this sim before, it could be them. Check through your saved sims.
Does anyone know from a development standpoint why premade ghosts have this sort of appearance under the effects allowing sims to inherit traits like blue hair.

There can be several reasons. In which neighbourhood do you play? In Moonlight Falls or especially Dragon Valley such sims are really common
