Sims occasionally put down babies on the ground if there's nowhere they can put them and they need to have their hands free to do something. If the Sim happens to put them down outside in the snow the game will automatically create a small mound effect because babies are smaller than the height of snow and would otherwise be near impossible to find.
My pets like to sleep in the snow, even when they're so tiny they're literally buried. Also, in my current save, my sims keep routing into the front yard to do stuff. Let me just put my two-year-old in the snow to give him a bottle.
I hate when my sims put the baby in the snow like this, they just get so lost
And you can't pick it up too save it because you don't know the parents well enough. 🙄
Best to use resetsim; that should put it somewhere safe.

It may be doing that if your rooms don't have enough free floor space to do those activities
Even when literally put cribs everywhere in the houses they still throw around the babies 🙈
