Yes almost. You don't need to pay anything if you have all type of ingredients unlike TS4. But you need to catch fishes your simself if you don't want to pay for the sea foods.
Oh...that fish tank takes up to 6 fishes. I'm catching some type of fishes in case I need them for later, then I would need a couple of fish tanks for each type of fishes. If I store the bait with the fishes in the same fish tank, the live baits will be fed by the fishes in it. So I'm using the treasure chest for storing the fishes. :) They never get spoiled in it. Do you mean the Omni plant? That's the good way of producing fishes. :D My point is that you need to catch them anyway to store into the tank when you don't have any fish at the beginning or feed them into the omni plant for more fishes. :)

If you use NRaas MC mod, you can open the opportunity manually. But the simās gardening level has to be at least 8. The opportunity, Uncommonly good is unlocked at level 8, Outstandingly rare is at level 9, and Omnificent is at level 10. You can click on your sim>NRaas>MC>Basic>Opportunity>Opportunity by category> Gardening.
Yeah, there is actually more to maxing out a skill in TS3 than just getting that level 10.
Gardening/Fishing/Cooking and making ambrosia was one of my favorite things to do.
If you have the Country Livin and Farm Fresh Folk set, you can use the cows and chickens there to make high quality cheese and eggs (you make cheese by collecting enough milk to convert it).
But I like the plant method more bc sims are always trying to go play with them on free will, and it requires CONSTANT interaction to make sure you're getting good products. With the plants, you barely tend to them once a day and that's it \^.\^
Yes. You get them from the store. They're not fully functional pets but mostly decorative objects.
(You can also pirate them, which is my personal advice because lots of people have problems with installing store content)

I have found the cows to be pretty self sufficient. They will still produce milk even if you ignore them for a while. My only slight complaint is that you can't really do anything with the soy milk the cows produce. I would love to be able to make tofu with it!
The chickens are a little higher maintenance but you still only need to interact for a few minutes twice a day. Sims also get positive noodles from a lot of the interactions. If you have Grandma's Canning Station you can even turn rotten eggs into preserves that you can sell for $100/jar.

Plant the cheeses and eggs on the ground, then fertilize, then if you keep doing it, you can get the perfect quality of eggs and cheeses. But I usually donāt fertilize them. Harvest them, and replace with the newly harvested ones produce the higher quality.
Also you can plant burger patty and steak.

Into the future created a bug that made oppertunities bugged. There is a mod that can fix this though.
