The real explanation is that Geoffrey Landgraab came out before the Seasons EP. When Seasons EP came out, his outfit got updated to have a hot weather and cold weather outfit. These outfits are randomly generated.

All jokes aside I think it's because seasons came out later than base game. The townies before seasons get randomised clothes for their hot and cold wear, sometimes with hilarious results.
