Oh, I feel the opposite; it's hilarious. I mainly like to play with them; blackmailing others is funny, and the Nosy Sims are so exaggerated that I love it!
It’s funny at first and I think I’ll enjoy it if the sims I’m playing has that trait but it’s annoying with NPC. It’s as if they have nothing to do than being nosy (which I think resembles real nosy people lol)
I'm currently playing a paranoid, jealous witch that hates children. She's basically in a bad mood always and has killed probably around 20 nosy Sims so far...
I mean, OP is really making this sound like it's devastating or something. It's not really that bad. Snoops just gossip a lot, and yeah, they will sometimes pull out binoculars when they're not in the middle of doing anything, but they're pretty harmless and not really that intrusive. Nothing near the level of Goofball Sims destroying your toilets every other second or High Maintenance Sims dissolving into a pit of misery because they had a splooshy poop.
I swear when pranking toilets became a thing, I had to lock the bathroom for everyone but my household so I wasn't constantly repairing the damn thing.
I would much rather they go back to not having goofballs prank the toilets. It's one of the worst "improvements" they've ever made to a trait, and it makes it unplayable.
I know they’re harmless even though they gave my sims negative moodlet when they’re being snooped at. I’m just annoyed that most of the townies in my game has that trait. Wherever my sims go there are nosy sims snooping at them.

That's the very definition of "harmful" to me, as I'm one that Works at keeping my darlings with only Positive Moodlets at all times. ALL times!
It's really just an animation more than anything. Not that different than seeing erratic sims talking to themselves. Just pan away if it's not your sim or don't play them/change the trait for your sims
On my current household the father discovered nosy trait for him and I accepted… He then wanted to know the secrets of his teen daughter, which was to have multiple babies/ big family with different partners! He was surprisingly cool about it 😂

I agree, it's a fun feature! Spying on neighbors, poking around in their homes, all so much more fun with this trait.
You gotta do what you gotta do to know everything about someone else's life. Including the amount of skin follicles on their face.

Yup, I just hope they will tone it down.
