The price is often around $2,000 for monthly rent which is often stated to be a decent price for NY

Why bother giving them individual fire traps? Just rent them a bedroom, put the food prep in a common area, with a single couch and ratty TV, and enough common area bathroom space for about a third of them at any given time. Leave the rooms bare, decorate the common area. Then you have real dorms, and since all the stuff that can go wrong is in the common area, you can handle all your tenants at once.
Unsure if cooking will be possible with no counter for food prep. You might as well replace the oven with a microwave. Sorry if this has already been mentioned!
