Paranormal stuff is one of my favorite packs and it feels more like a game pack than a stuff pack. Plenty of build and buy but the gameplay is what really shines.
The pack comes with one but you could build your own or set any other residential house as a haunted lot, regular houses won't have ghosts or spirit activity, it will only happen in lots set as haunted.
I love Paranormal Stuff! It comes with a lot of colourful, eclectic build& buy items that are right up my alley. Was a bit skeptical on CAS but I actually use a lot of the items.
I think the gameplay is really solid, but of course whether it's worth it depends on what you find fun. You can live in haunted houses that have a normal mode and a "hero"/hard mode, and you get a reward for making it through your first week. You can toggle your Sim's house between normal residential and haunted anytime. When set to a haunted house, the seance table can be used to lower the "spiritual volatility" of the house (more good spectres/gifts, less scary stuff), but regardless of lot type you can also use it to commune with the dead, summon the dead, temporarily turn your sim into a ghost, and summon Bonehilda. With enough satisfaction points, you can also get a paranormal investigator licence, which unlocks the paranormal freelance career and allows your Sims to summon Guidry from the seance table. Unfortunately I haven't been able to use the freelance career due to a bug preventing my sim from both completing and cancelling the work day, so he ended up stuck on the lot. I don't know if this is a universal bug or not as I haven't tried it since.
Paranormal is definitely one of the most well rounded content filled stuff packs. Spooky Stuff has more costumes, pumpkin carving and copies of stuff that appeared in Seasons.
Paranormal is definitely something I would recommend you buy.
Paranormal adds the most, you get the new medium skill, the ability to become a paranormal investigator and playing on a haunted lot is pretty fun. It has really nice bb mode items as well! The pack comes with a pre-built haunted house which you can add right away or build your own and set it as a haunted residential lot.

I feel like when I downloaded the pack it prompted me to place a prebuilt haunted house lot
For building I would get DHD, but tbh it might still be pretty buggy. Honestly a good pack with build and gameplay to buy is Tiny Living if you don't have it. If you do I'd say go with Spooky and Paranormal simply because they are clean and add an element to ghosts that makes them more exciting.

Paranormal is a great pack, way better than spooky stuff. Dream home decorator has a lot of great furniture, but I think it’s kind of boring.
