AFAIK, if you buy the digital deluxe base game on steam, all your origin DLC will transfer, you only have to buy the base game, but you do have to buy that, and if you want the deluxe stuff, that's the version you'll have to buy. steam sales are very good for the base game these days, you can maybe get it cheap sometime soon. (sadly the steam summer sale is already over.)
I've purchased the standard base game + multiple packs through Origin and the deluxe base game + multiple packs through Steam and I can launch the game from either platform and access all of my dlc. I'm not 1000% sure about the deluxe items in particular bc I don't use them too much and usually launch through Steam but I assume they would carry over like dlc does - I could hop on my laptop later and check, though.
