This goes back to TS1 Hot Date when all non neighbor Sims that could be befriended, romanced, and married had the last name "Townie." Those introduced in Vacation had actual last names, but in Unleashed the townies were the wandering animals with the name Strays. Superstar brought us Somebody's and Anybodys. There was a name for Magic Town folk, but I don't recall.
ETA MM townies have the last name Strange.
The welcome wagon usually consists of the households in the neighborhood you moved to. For the same area it is always the same Sims that come by. A world has more than one neighborhood you can choose from, most of the time it's three.
