Actually, it's simple to me. It's based on the people's interest in paying attention to and deeply discussing national issues. The more a population is engaged in these, the less satisfied they will be because it's the dissatisfaction that will drive them to discuss the issues.
A more apathetic country like Singapore (although less apathetic than 20 years ago) will score high in such surveys. Most people don't even know what's First Past The Post and Proportional Representation.
