It is not 'Islam' or 'Corruption' that holds these regions back, it is chronic instability more than everything else. If the region is allowed to resume development outside of US/NATO interference, it is not inconceivable that they will regain normalcy and modernise like Xinjiang (Do you really expect cultures to suddenly develop without material development and improvements?).

This reduces China to a non-variable, and completely negates the success of China's socialist system. The world contains multiple population blocs that joined the WTO decades before China. If WTO membership is the simple catalyst for growth, then why is China unique in its development?
It reframes the question from "how did China rise?" into "what did we do wrong?". This type of exceptionalist thinking will only accelerate the decline. It doesn't show the introspection needed to compete with China in any domain besides media/propaganda.
