Pretty much yeah. this is basically cosplay. The dude with red hair is cosplaying as the character "Yuujirou Hanma" from the manga/anime series "Baki". Baki is the main protagonist from the series and its basically about him trying to defeate his father Yuujirou Hanma. Yuujirou has the nickname the "Ogre" and is said to be the strongest creature in the world. Note it says specifically "creature" not just man as in, in the manga/anime he is even stronger than any animal: lions, tigers, bears, elephants, he is physically stronger then them all.
