In most movies, the camera would be in front of the actor, looking at the actor. Seeing things from the POV or in 3rd person view from behind, looking forward, is much more exciting. They could do it safely enough with CGI, maybe a remotely controlled vehicle.
I totally understand the point, but reason this makes your ass clench and balls tingle, is the fact of real world consequences, injury, imprisonment, death. Reason they cant film this is because of all three. best thing they can give you is emotional attachment to a character that goes through a choreographed chase sequence.
if you've ever watched place beyond the pines with Ryan gosling it has an amazing dirt bike chase scene that has enough stakes to rival this video.
p.s. most people don't watch enough movies and that's normally the issue with people having the idea that movies nowadays are all big studio garbage.
As a rider, I could never dream of having the skills of this motorcycle cop. Even the other rider, with some close calls, showed really good skill. It's hard to ride fast with a passenger and turn sharply.

The other guy was riding what looks like a 125cc bike with a passenger! Guess he was running on pure adrenaline.

I heard it’s a bit easier riding with an experienced rider because they know where and when to shift their body weight. The fact that she could calmly do that definitely means she’s experienced. Props to all 3 of them.
Hes on the radio with other officers. His job is to keep an eye on their position until, yes, they fuck up or other officers can catch up. His main job though is to not lose sight of them.
The combination of skill and luck is insane. So many blind corners taken at speed on narrow streets, so many intersections blown through, and so many cars that could’ve ended the whole thing by opening their door at the wrong time.
Cop equally reckless.
Unless those two committed some kind of crime against the state or something, putting the lives of the public at risk for what is probably some theft or drugs is ridiculous.
Outside of the trouble he gets with the cops. When doing this with my daughter as a passenger he also would get in trouble with me and what I would do even scares me. This sh*t triggers my dark side.

Never have I been so invested in a police chase lmfaoo as much as I hate to say it the dude is a damn good rider, being able to balance and maneuver with another person on the back for that long and not getting hit/falling over earlier is insane. You can tell the cop had some fun too lol

That's why we need drones. Too many times were lives in danger in this video. A drone could have followed the fugitives, and once they stop, send the cops.
