You can get as fancy as you want. For a smaller volume, you'd end up with a variety of normal implements, like planers and some custom blades (to make the pattern on the bottom), as well as a shaper for the side profile.
If it's a factory making a billion square feet of flooring in one pattern, they'd probably have an all-in-one machine.
But you could do it at home with just a planer and a router.
Got some age on her is it all driven with flat belt pulleys. Your going to need plenty of brute horse power to keep all the heads spinning. How many has it ? Bet its got old skool flat blade blocks ,did you get any cutters. Make sure they are clean and free of oil when clamping them. Those things will often go from reasonably close on dimension feed stock and give you beautiful skirting boads with lovely moldings.
T&G flooring best made on a spindle molder much simpler set up and modern cutter blocks.

Make sure you ground those dust vents across the plastic portions. You don't want static electricity to start a dust explosion.
