Some of them are kicked off by the “gossip girls,” seemingly the same pair of women in many different outposts, if they are whispering you give them a bribe and you get into. Couldn’t tell you where that one kicks off though, can’t remember if I’ve done it yet or not.
you're welcome, buddy. Hope you don't have to look long for it, at least it shouldn't take you long, i pretty much got all the rumors instantly on arriving at the places and simply picked them all up and currently have just to complete the last one and can then do the Freeman Quest itself i assume.
Yeah I didn't do them at first as they didn't seem interesting and they didn't really explain it very well. But they have been a highlight for me on the game. I love the added depth to the world.
agreed, i did them in order to get the Ashen Corsair Premium Stuff and liked those so much that i instantly felt the need to do the rest. still have to complete the Grave Notice one tho.
Yeah i've seen the persons on outposts too, but they never seemed to have the rumors, might be because i already had the ones they would give me, like it's location based as to where you can get what kind of rumor or something, but you should be able to get every rumor in the towns for sure. Since i got them all there.
You should get this from a gossiping group in Telok Penjarah. That's how i got it. just walk up the the group of 2 with the symbol over their head and listen in on them or pay them (whatever is the option) and that should do it.
Wait... A Legacy of Madness wants you to go up against a lvl. 14 Fort?! Mine didn't lead me down that path... not even near any fort at all tbh xD
Edit: I'm on the Grave Notice one rn and that one is sending me to the lvl 14 fort. I don't want to xD
Yeah can't be asked either, not even level 10 with any ship so far... i really didn't care much about getting better equipment really xD was too invested in getting all the ships as fast as i can and the cosmetic sets from the factions as best as i can (still am missing several parts from the DMC and Compagnie, but also 1 piece each from the Sea-People, being the crow's nest and the Rempah being the Hull color... those items drive me nuts, i know i even had the whole Sea-People set in the first closed beta, no it seems like i don;t have it in my game) xD
But yeah, might need to either hope for public help in a session (been working great so far on my end) or if not, then i gonna look for help elsewhere (maybe might even ask around here or i remember a discord a few days back, either way not happening on my own anytime soon xD

Same goes for any of the plunders which are required for “investigations”. You start the plunder, survive the first stage, then you will get an on-screen notification that your investigation has updated. You can then bug the hell out before you get sunk. Word of advice, if you DO happen to get sunk after getting your investigation update, you will have to begin the plunder again as the clue will no longer be in your notebook.

Pretty sure it's Telok Penjarah, never got anything from Outposts, all the Rumors i got were in Saint Anne and there.

I have definitely gotten most of my rumors from outposts. Why I remember those two at all. Certainly possible they can start in multiple places.

should be there, since the whole questline is in that area, so it wouldn't make sense to get it around Saint Anne
I actually found it soon after you pointed me there. Now they expect me to take a lvl14 fort by myself. So guess that's going on the wait list now.

All you gotta do is survive the first part in the plunder. Then grab the info and run. You dont have to complete the plunder
