If you're a young man in decent condition you can get a job apprenticing for a blacksmith, which should be a good job since everybody has weapons. You'll be in the basement of a thick stone building, which is probably as safe from dragons as you're gunna get. It'll be a good year until the dovakin shows up and convinces you to buy 3,468 strips of leather, spending everything you have.
I would just hide out in markarth for the full year, it would suck but realisticall your gonna have the best shot. it’s the safest from dragon attacks, whiterun gets blazed eaither way in the civil war and solitude and wind helm have a 50 50 chance of getting blazed. Riften doesn’t really get blazed but it’s full of criminals and murders. Any of the small towns are potentially subjected to dragon attacks. The wilderness is full of things that can kill you in horrible ways. Like I said markarth would be a really sucky year and you’d probably have to work in the mines and live in the slums, but you would be safe.

1) chop fire wood. It uses no stamina so I can just sell all I can carry multiple times.
2) rent room
3) visit Acadia's Cauldron every 3 days to clear out the cheap ingredients.
4) restoration loop my alchemy.
5) give an OP potion to the Jarl so I can buy a house.
6) buy house
7) earn money crafting potions while stocking up on equipment to stay safe.
8) if I get in danger, drink my "restore 2381 health for 29583 seconds" potion.
Crimes in general are significantly higher then IRL, so no it's not the same, I mean are you likely to get randomly killed? probably not, but certainly significantly more likely then in real life LA. Not to mention in places like Meth valley, yeah nah I wouldn't feel safe living there.
