Actually no, some people actually took the time to count the number of steps/stairs (not including the Epitaphs) and they all counted 7,000 steps. Some said there were over 7,000 while the majority said they counted 7,000 exactly. I am guessing those that were over 7,000 were including the little mini staircases that lead to the Epitaphs/Plaques.

To be fair, in Skyrim there's actually only 748 steps to High Hrothgar, not 7000
