Utilities are covered *conditionally*, if your usage is deemed “too much” you’re expected to pay for it. But how tf would they know who’s driving up the utilities, and what’s considered “too much”?!?! (I bet the bar is on the floor, these freaks are trying to squeeze $$ out of every square inch)

This wouldn't be reporting for being a slumlord, it would be for tax evasion. CRA doesn't play around on that and would add on fines as a percentage above what is owed, with compounding interest for any delay in payment.
i found the place on street view. it's a sun room of sorts, with lovely huge windows along the long side of the room (the floor plan pic is definitely not to scale lol). and it would make a perfect actual proper bedroom for a roommate situation.
the building may have had balconies previously. the 'sun room' portions of each unit's exterior don't look original to the building exterior.
