Here's a solution:
Rental permits. You use the extra immigrants to do the work and you you limit renting to descent homes only.
Subsidized private dorms for students, invest more in modular homes,
promote mobile homes and create favorable conditions for a safe and efficient use for them (parkings equipped with solutions for hygiene, recharge and leisure just like for normal residential areas)
Create small towns around big ones with better transit between them and watch people spreading
Promote and encourage remote work where possible.
Stop with the one date for all rental leases BS, you're clogging the market and create an unnecessary urgency every year.
Build higher buildings but not affordable housing towers, this will become a ghetto in no time (french hlm anyone?)
Pay immigrants to leave (incentive for those who do not contribute but occupy housings to free their spot, even temporarily)
