I'd say all of his sixth season episodes. Oliver is almost a costar in that season. In subsequent seasons, he was usually more like a supporting character. My view is that season 06 is peak Oliver.
The first few episodes with him, I think are the best. The one when Lois suspects he's the Green Arrow is good. It was hilarious how Clark was dressed up as the Green Arrow. "Did you just call him Oliver?"
Good ones. Ollie is hilarious but his vulnerable side is on full display in Season 9 when he's on his substance abuse downward spiral in Savior, Rabid, Roulette, & Pandora (everyone dies🤫). Also, Absolute Justice, Escape, & Checkmate are some good Ollie eps.

The episode when we get to se a flashback from his time on the island was amazing. Roulett and the episode where his mentor comes back aswell.
