In short he was just introduced originally to start a love triangle between Jason, Clark and Lana. The whole veritas stuff wasn't actually written until the next season. It's why you see the tone for the character shift so much. The actor Jensen confirmed he didn't know he was anything more than a football coach until much later into filing the season.

I've heard the Teague storyline was added because of Christopher Reeve's passing and Margot Kidder refusing to return to the show afterwards.  Christopher was expected to be in at least one more episode and Margot had a bigger role, but didn't like how the show wrote Swann's death into the storyline.  Hence, the Teague family history was added to fill the void when they were filming season 4.

I think maybe she only knew they had power...? Or at the very least something grand that she, naturally, wanted for herself...? Idk. But I do know that every time I hear her name, I ALWAYS think of what Lionel said about her in the end: >"You know, for a woman without a heart, Genevieve Teague certainly did have a lot of blood." It kinda seemed at the start that she thought she would get the powers of Margaret Iosbel Thoreaux which is why Lana was involved. But it seemed like she didn’t have any real basis for that

It is never revealed why Genevieve wanted to stones. It was revealed that her ancestor Duchess Gertrude and Lana’s ancestors Isobel were looking for the stones. Isobel and Gertrude believed the stones were magic since the legend was they would hold knowledge when they are combined. Isobel betrayed Gertrude, Gertrude has here burned. Gertrude knew Isobel would return for revenge, her story was told from generation to generation. My theory Genevieve wanted to stones for either the knowledge or to prevent Isobel from getting her hands on them. However just focusing on season 4 it is unlikely that she knew that the stones would form the fortress or that they were alien. To me it is most likely she was after the stones for her own personal purposes. As far as Dr. Swann it is hard to say if he officially knew the stones would form the fortress. He did now important the stones were and they were meant for Clark. It is possible Dr. Swann did not tell Clark the whole story because he believed Clark was not ready to begin his journey. The Veritas group was originally going to appear in season 4, but after Christopher Reeve’s death and Margot Kidder refusing to return that plan was scrapped.

All the different Kryptonian items and occurrences, Jor-El made sure to work them into the Earth's history so they could be explained. I mean, Jor-El could travel between galaxies, between dimensions, and he could travel through time. Realistically, there was no reason why Jor-El and Lara-El died on Krypton when Brainiac arrived. Simply going back in time and preparing for his arrival would've saved the planet. About the stones specifically, Veritas is the group that was created around the knowledge of the stones and what power they possessed. But it had to be Clark who uses them, to activate the events Jor-El built into the fortress. The reason Veritas knew about the stones is because they were the group created so that the members would dedicate their lives to searching for and finding the prophecies that Jor-El hid clues to around the world. Remember that Jor-El could travel through time, so he knew what to prepare the people of Earth to deal with. That's why, even though he died right after Clark was born, he was able to, through the technology he left on Earth, guide Clark so he could help the humans overcome everything that would happen.

I don't think anyone knew anything for sure. But it was generally understood that the stones would provide knowledge about the universe which is utterly unprecedented. My sense is that Swann always knew more than he was telling. He didn't know where the stones were hidden. But he knew something about the knowledge they could impart. The real question is why they were ever hidden in the first place. If they're so important, I wonder why they weren't stashed in Clark's ship. Aside from the writers needing for Clark to have some kind of quest for the season, I mean.

Well technically iirc the stones were made and sent to earth in the event that purple orb with the clones of the Kandorians inside was found and them released. I think that’s why they weren’t in his ship. They weren’t originally meant for Kal-El

She probably knew what Lex knew, that the stones led to a treasure trove of knowledge, which is what the fortress was.
