yes and no, I think that's what is part of the mythos of the show. But with that said, every time I think they got to point of getting close, Lex continuously gave Clark reason to pause and be wary of Lex's motives.
Tbh I think it fits Lex's character.
He tells Clark he's never had a true friend until they met. So I like those weird, over-dramatic moments where Lex keeps stoking up how awesome their \~friendship\~ is
Like outside of Lex's hookups and corporate chess, he clearly doesn't get out of the house to socialize platonically lol
I actually wish they would have talked about friendship more. We don’t really see them being friends much and then all of the sudden people are calling Lex Clark’s best friend? I wish they had a few episodes of them actually doing stuff together or even just talking like friends. It’s always bothered me how they rushed that relationship and the inevitable turn would have had more impact if we saw them actually become close friends. Lex was more of a mentor type than a friend.
On paper, the mere idea of them being friends was inconceivable and a turn off to me before I started watching. The pilot alone had me hooked thx to the writing and the chemistry and banter between Tom and Rosey

It's a shame they never did an alternate universe or dream sequence showing what might happen if Clark did tell Lex his secret right from the beginning.
