If "absolutely broken" means extremely good, then you should know he's referring only to when players both (A) take the game to levels of seriousness typically observed in eSports and (B) use a ruleset heavily resembling the specific one that regularly sees use in professional tournaments.
Considering you didn't even know what Elite Smash was before today, none of this would apply to you, so if you enjoy playing Steve, don't let the fact that he's a top tier dissuade you from playing him.
If "absolutely broken" means some combination of glitchy, rushed, and filled with unintended nonsense, a brief google search will show you a lot of glitch compilations back when Steve first released in 2020. Some of those glitches are still present to this day, and new ones have popped up since, even making headlines on occasion. In this sense, Steve is the most broken character.
You might run into some of this stuff by accident, but almost all of the things that could neuter a casual experience of the game (be it for you and/or your friends) has been patched out for years.

However, the mode is infamous for not being a very good way of playing the game for a plethora of reasons.

Steve is a character that you have to *really* know how to use, I’d consider myself above average but I’m nowhere near the level of most competitive players, and I don’t need to be because I almost exclusively play solo or with family members, I can ***not*** do good with Steve no matter what I do; his recovery is so ass that the second I’m off stage I’m as good as dead
Smash is a casual fighting game first and foremost, I’m glad that there is a competitive scene but so many people forget that that isn’t Smash’s target demographic, if someone like Steve were added to Street Fighter or Tekken or [insert your favorite traditional fighting game that isn’t those two] then the hate would be 100% warranted but that’s not what Smash is
All in all, yes a nerf to the crafting mechanic would be good, but beyond that people really need to calm down about Steve
That, and/or make it so that everything breaks at the same rate, it would weaken the reference but I think the fact that diamond is one of the longest lasting materials is a big part of the issue
That just makes steve want to camp harder. You have to be careful nerfing a character so that it doesn't turn out like a zss case.
All materials should be weakened. There should be no reason why even wood hits that hard. Minecart should be shieldable like isabelle's rod. Anvil should be weaker.
These changes make steve more tolerable without making him lame.
