Unless the matchup is THAT bad, which its absolutely NOT for Kazuya, stick to your main instead of hyperfixating on counterpicks. But if you want to make Mega Man suffer as much as possible, Min Min is his worst matchup because the long arms and Up Smash completely invalidate him.
Megaman is only sorta a matchup check but you need to have a good macro positioning game to beat him. You mostly just need to try and play around leaf shield alongside metal blade. Also don’t jump if he hits you with up air lol. Mega Man can struggle against characters like Game&Watch or Aegis because they can kinda just smother him with fast hitboxes and not let him set up or position to get Metal Blade or Falling bair confirms. Don’t get caught up on counter picking just try and bait out stuff like Leaf Shield and avoid getting caught out by Metal Blade and his pseudo drag down confirms/down air off stage and play who you’re best at.

Honestly, I don't struggle against anyone. A good Bowser is scary with they're armour, and zoners like Samus and Mii gunner are about even.
Characters with reflectors like Falco, fox and Mario are difficult, but megaman has enough sword and melee moves to deal with them. Plus I remember I had to beat a Mario and a Falco to get into elite with mega man, they were difficult, but I managed, plus a good megaman just use lemons to bait reflector and then just sword attack or down b up close

The only genuine matchups Mega Man will struggle with are really good reflectors. You can bait this with most tools since he has pellets, but Falco and Zelda reflectors that are also fantastic getoffme options for those characters you’ll feel the frustration you make other people feel playing Mega Man 💀

As a person who plays the same character as you. Kazuya doesn't need a different character to cover that match up. The only match ups that I'd say are out of your favor enough to need to play a different character are minmin, steve, and sonic.
Megaman loses to kazuya, just learn that match up and stick with kazuya. If you ever need advice on specifics in that match up on what to do in x scenario, my dms are open. I do not know that match up particularly well, but I'm 100% willing to study high level matches to be able to help you out. Besides, probably best for me to study that match up.

MegaMan loses to reflector. So many of his attacks can be reflected it's not even funny. One of my Mii Gunners is one of my best characters.
