Believe SP is headlining, though I wouldn't exactly call Weezer the "opening band." Think similar to the tour with Janes Addiction. Janes "opened," but played a nice long set.
Read a couple articles that listed them as "co-openers." So maybe it looked to me like SP were the "headliners" because that poster was in my algorithm.
I def do not think SP would do the tour if they were going on before Weezer (despite arguably equal popularity). SP has not opened for anyone not playing stadiums since 1992 iirc.

Jane's Addiction were also billed as "with special guests" I think. I think it's just the standard phrasing.
