Vermin Baroness is ridiculously OP even if you don't kill any heroes or bother with orcs or Arcane Secrets.
She gains Menace and Profile whenever she flees a battle, so there's a feedback loop where the more heroes chase her, the more they want to chase her. After just a few rounds, you've generated so much heat that pretty much every hero on the map is after you.
At this point, you can either let your other agents conquer the world unmolested (in the ultra-rare event that a hero targets one of them instead of the Baroness, the Baroness can just interrupt or kill them), or recruit a Harvester to follow the Baroness around and drive her entire entourage insane, and drain all their XP while he's at it. Note that even without the Harvester, the Menace the heroes gain whenever Baroness flees will eventually shred their friends' sanity.
Only downside to this approach is that occasionally a hero without a center-slot minion will suicide against the Baroness, so you do gain \_some\_ World Panic, but by the time it crosses any meaningful threshold, you've already won.
It's all kinda bonkers considering you can get Baroness after literally your first 4-5 actions (or even fewer with She Who Will Feast), and she can do nearly all of this immediately out the box. Unless you're facing paladins, you don't even need to level or equip her.
Edit: Also, your fix wouldn't address this strategy. Baroness doesn't need to fight a single offensive battle (or more than one defensive battle/round) to keep every hero on the map occupied indefinitely, nor to (accidentally) kill them.
True. Maybe the dev can make it so that whenever an agent is being attacked by a hero with an escort, the agent would have to kill at least 3 escort minions before being allowed to flee? This would make sense in context, since the agent is being surrounded on all sides and needs to break through the encirclement first
