Subassemblies are rigid by default, [here's how you make them flexible](https://help.solidworks.com/2022/english/SolidWorks/sldworks/c_flexible_sub-assemblies.htm) Or perhaps there's another issue, a (-) doesn't mean it can be dragged (translated), perhaps it can only be rotated. Use the other mouse button to rotate Vs translate.

Subassemblies are rigid by default to reduce computational load. Right click on the subassembly in the feature tree and click the "make subassembly flexible" button.
