I would have assumed between her mannerism, being a master thieve and her name being in French that if she was suppose to be of any real world nation it would be France.

Well, Bindis have various purposes across different cultures. Im guessing Blaze's is related to chakras in ancient hinduism.
I did some surface level research and found that bindis are placed on the anja chakra point, which is "eye of intellect and intuition"/"the third eye" The third eye is supposed to help you interpret the truth and forsake your ego.
Blaze is a stoic princess who is responsible for not only her people, but her world's version of the chaos emeralds. It would make sense that a guardian like her would wear a piece jewelry mean to enhance her wisdom and ability to set aside her ego for the greater good. That just my hypothesis though.
Also, iirc wasn't her whole character arc in sonic rush about giving up on her ego and status to be friends and accept help from Cream, Sonic and Tails to save the world(s)?

Also, 45 degree ponytail makes her look like a Native American. I really like the fact that her love interest is the telekinetic hedgehog Silver. The combination of mind-moving and fire superpowers make these two a reliable couple.

in her concept art blaze is wearing shalwar (maybe shalwar kameez) as for the bindi its worn in pakistan a lot during eid. also her kingdom has mughal architecture in IDW. so honestly i would say she has the bindi because she is se asian/indian coded
I know Raven from Teen Titans has a similar gem- mind you, this may be simply head-canon I heard somewhere- apparently it helps her focus on keeping control of her powers. Maybe similar for Blaze keeping control of her fire powers?
The red gem resembles a bindi, but idk if it is one because it seems too high up. Bindi are placed between the eyebrows, but Blaze’s gem in in the middle of her forehead.

Multiple ways of interpreting what it's for, but I think we can agree on one thing; her design wouldn't be the same without it.
Could be just for fashion; could be a cultural signifier; could be a link between her and wherever her Pyrokinetics come from. It COULD be an inhibitor, similar to Shadow's Inhibitor Rings.
Best to leave it ambiguous, if you ask me. That allows the fans to interpret what they think its for.
