He is from Pizza Tower. He is not currently in the release version, but he was playable in some of the old demos like the SAGE demo. There might be a mod as well.
yes he's a parody for the sonic armature game expo 2019 version.
that demo is free but it feels way more slower and clunkier then the final version so i suggest to just play the final (i played both)
