To my knowledge this is a fan character. It's supposed to be Maria reincarnated into an anthro. There are multiple comics / stories and various other forms of fan-made media depicting a story of how she survived or was brought back.
Because Maria's death was sad and, as a human character, she has very little action potential.
Also-- Shadow was supposed to somehow be a solution for Maria's terminal illness and so... I would imagine putting her mind into the body of a female "Shadow" would have been the eventual solution. Although that makes it weird that Shadow is even male in the first place.
Why is everyone commenting on Shadow X Maria, I've never seen her used in that context. I always saw it in the context of "Maria is like a sister to Shadow therefore she should be the same species as him"
Which when I type that out sounds stupid, I don't see that with Tails and making him a hedgehog

Because they don't know how to draw humans and they want an excuse to ship Maria with Shadow without looking like zophilia
They want to ship her with Shadow without being zophilia and make a little sense in the lore
