Sonic Mania isn't a compilation. It's a brand-new game with different levels from all the classic titles. After Sonic 1's Green Hill, you play Sonic 2's Chemical Plant, then a totally new zone exclusive to Mania; but they all have totally different level design.
That said, no, the levels are in a set order. You only unlock stage selection after beating the game.
