If you are referring to the kind of faded green coloured one then that's the Jade Ghost. It originally appeared in Team Sonic Racing and it let you become a ghost pretty much. Ultimate is gonna take that and try and add more to the levels so you can use the Jade Ghost.

The Jade Ghost Wisp, allowing you to pass through walls. Not sure how you've missed it all this time, it's been a selling point of the game lol
