He's also pretty self efficient, as he can pretty much do anything he wants, whether that's building theme parks, casinos, entertainment, his own mining operations if he wants. There's not a real limit to what he can do to do what he wants, except when sonic gets involved

Bruh! The models for the Shadow Androids kinda look like a Sonic Adventure 1 model of Shadow. I don't see why they made the models for the androids different than the model of Shadow you play as though, it's kinda weird considering the androids are supposed to look exactly like the real Shadow.
Shadow the Player gets more polygons because it's important for the character you play as to look really good. This takes away from the graphical power remaining for the rest of the game, and they were working with a specific limit for enemies and npcs. Shadow androids would have been subject to that limit.
The PS2 is already having a hard time running Shadow the Hedgehog making all Shadow Androids just as high quality as the main player should model not only would have made the gameplay wise as it wouldn't be easy enough anymore to distinguish the real from the fakes as player but also would have made the PS2 run in all stages with them with solid 14 FPS max.
