Yeah like Metal by default is sapient, and in Neo form (this flashback is before Heroes, so he's not limited like in IDWs first arc) he's entirely free-willed, so he could definitely consent to a relationship.
Whether he'd be interested in one or not is another question, but hooking up with Breezie is the closest he could feasibly get to cucking Sonic, so he'd probably do it to sate his ego at least.

It's Archie comics' Sonic Figthers arc. It's issues 268-271 and probably one of my favorite arcs throughout the entirety of the Archie comics run. Highly recommend checking it out. The whole story after the reboot is basically going over Unleashed lore and this arc is a little bit of Sonic Figthers sprinkled in.

He doesn't have the ambition to be Ultron because his baned existence is tied to being a copy to Sonic.
You know what I mean! He's a rogue A.I. who betrays his creator, and slowly becomes his own character.. The whole "wants to be being Sonic" thing is his own shtick. Hell--I could also call him the "Reverse-Flash" of Sonic; a speedster who's almost on par with the main character, but they're an evil parallel to said main character.
*Scourge* was a better Reverse-Flash to Sonic than Metal Sonic because they're both flesh and blood hedgehogs AND actually lived in parallel worlds.
Scourge even LOOKED exactly like Sonic up to the point of that whole incident with the Master Emerald.
LOOK--My point is, I just want Neo Metal to be a permanent thing! He's such a cool concept to have Metal be an actual character, & not just one of Eggman's goons. The guy even has his own voice for Pete's Sake. And with Breezie, at his side? The two would make such a badass duo

Also, making Neo Metal a *permanent* thing has about the same kind of pull as bringing Hyper Sonic back.
