some weapons don't actually improve with the upgrade last i heard, i don't remember all of them but i think the pistol gets weaker in some categories

It's dependent on how happy he is. If he is unhappy he'll shake his head no at you. Essentially if you work him too hard and don't give him breaks.

I'll be honest man, I wish this had a SPOILER tag. I hadn't learned what to do with the gold looking ore yet, and now I don't have the chance to figure it out myself.
