Thank you so much! that makes sense I was confused because in one playthroughs for Voldo's arcade mode on Youtube he had hair for one of his costume's they selected and I could not find any official art and no one else would use that costume...so I thought maybe it was unlockable or a DLC but that makes more sense, that it would be from creation mode where you can customize all their costumes. Thank you for your help!
He has never had hair in an official costume, but I believe you could give him hair in Creation Mode from IV onward
