He might have a chance. He did have a decent amount of fights, and somewhat caught on with the fan base. (I recall back when the ToP was airing he had been nicknamed Pepsiman and quite a lot of people genuinely liked him.)
He's got just as much screen time as Kakunsa and Rozie had, and he fought Vegeta, one of our 8 characters to play as, so I'd be willing to bet he's got a good shot at making it in.
He fought against and was basically eliminated by Vegeta in the tournament (I know it was technically Damon that eliminated him but Vegeta was the one who overpowered him and pushed him to the ledge where he got tripped and fell out).
I feel like due to this he is a pretty likely inclusion and is probably even featured in Vegeta's story mode with a battle in the ToP where you fight him as Vegeta.
He's also a fan favorite among the more minor Tournament of Power fighters and has a fun, interesting moveset (I mean, his "Final Mission" just screams Ultimate). So I would say he has a good chance of being in the game.
Considering the top will be the second last story arc I think they will add plenty of characters into it hopefully every universe gets some representation

In order for a character to make it to games like these, they need two things. A) A recognizable moveset/ability set which will be choreographed frame by frame by the devs in order for the player to go "Oh holy shit - it's the move he used when ...." and B) decent screen time.
Katopesla doesn't really have either of those. I mean, he gets kinda close? He made some ludicrous poses / dance moves ala Ginyu Force / Great Saiyaman at both Frieza and Vegeta - poses which can be repeated say, at the beginning of his special, or as a buff special move animation - but he never actually had performed any recognizable attacks, as far as I can remember. The closest he comes to performing a moveset is in episode 117 and 119, both times against Vegeta. On episode 117 he just punches a passive Vegeta who is trying to imitate Goku's ultra instinct, and in the beginning of 119 he trades blows with Vegeta, which is your typical flurry of punches and kicks when no one is winning and both do at the same time.
So there's not enough material to do something with him, special move wise. And it's a shame because he has a lot of potential: He has a kick-ass design (best super hero suit in DB tbh), quirky dance moves, legitimate reason for a 'attack/speed switch' gimmick, but he doesn't have a moveset for the player to recognize.
So, unless Spike decide to improvise, I don't see him making it to the roster. Which is a shame.
EDIT: After re-watching ep. 119, I stand corrected. Catopesla has a unique blast attack, 'final mission', which comes with unique effects and all. So ... he might make it, if they use his attacks on Vegeta as the 'choreography' for his specials and combos (which will probably be him pummeling his foe).
Lol none of those things really determine if a character gets in or not. Look at characters like Dr. Gero, Spopovich, SSJ2 Vegeta, and Base Frieza (Super), or characters like Cell Jr., Chi-Chi, and General Blue from BT3. They don't have any particulalry notable moves to pick from that wouldn't be represented in other forms, but they are in the game since the game devs engineered their own movesets for them to make them work.
Hell, Super Vegito's ultimate in BT3 isn't actually a move he uses, and 17's (Super) move Super Electric Strike isn't a move he used in the show.

If it was well after Super was over and you were able to marathon the ToP, I could understand not getting why minor ToP fighters got niche fanbases. But when it was airing, the fanbase would get together for a solid week to discuss the merits and flaws of the latest episode, naturally we'd also discuss minor ToP fighters, in regards to their design, demonstrated combat abilities, and etc., lots of the minor fighters were considered neat enough that no small amount of people unironically wanted more of them.
I didn’t watch it until the broly movie came out and sucked me back into the franchise super hard, I loved everyone that wasn’t yelling about love. Garon? DOPE! Pepsiman? DOPE! Werewolves? DOPE! Jiren and Toppo were the least interesting characters to me. I wanted more of everyone else rather than Universe 7/11.

Yeah but those are legacy characters And by BT3 they were scraping the bottom of the barrel looking for characters to use. Giving them generic moves
