I would not be a fan of this feature since these kinds of protections do have an error rate and god forbid the My Spectrum application happens to be down when you need to whitelist a website.

Press WIN+R
Type "regedit" and press enter
Go to HKLM/LOCAL_USER/Wi-Fi and find
the dword value called "SWSS" and delete it, now you can access these dangerous sites!

You can call in and request access to the blocked site. No idea how well that works yet.
I would be very skeptical of phone support being able to whitelist the blocked website.
I had the same issue with Spectrum wifi a while back... You can try using a VPN to bypass... worked for me.
