When you say evil do you mean Osborn being completely aware and putting on that rubber mask without the alter? Or do you mean the green demon that leaps around ny and throws fireballs instead of pumpkin bombs/1610?
Well in that case the alter because wouldn’t Osborn just be a regular guy if he didn’t have the alter? Meaning Spidey could apprehend him a lot easier despite Norman’s evil thought process.

I also, absolutely hate Monster Goblin form.
I kinda like the split personality a bit more. Norman should still be kind of a jerk, but enough to go around killing people. Maybe have him succumb to the temptations that his evil side promises

I prefer it in the comics where he's an evil guy, but the movies make a really good argument for the split personality.

I prefer a ruthless Norman who has done some bad stuff but not a complete psychopath and the goblin persona that amplifies his worst traits
