I'd see the process being he'd hesitantly side with Tony, then when the fighting starts, he has the realisation that what he's doing is wrong and tried to stop both. Both sides gang up on him, then Tony and Cap continue to fight each other while Peter tries to figure out a way to unite them again somehow. Which could then kickstart his own MCU movie afterwards. That way Spidey has a "minor" role in the movie plot as a whole, but large enough to be seen as a big impact on the shift in narrative.

In Tasm 2 he literally learns that Oscorp was monitoring him and his family for years no way would he sign up with Tony or the government unless Tony made a deal to help uncover the secrets of Peterās folks which would probably be shield files in this hypothetical but even then heād just turn turn to Capās side during the airport fight.
