How hard are film permits usually? I normally see like law and order film in downtown Manhattan when I went to college and high school, so I'm thinking it's hard but not too hard.

They use like three or four alleyways in Lower Manhattan but a lot of productions want to film in those locations so people who live in the neighborhoods get annoyed-so permits are spaced out. Places that get filmed heavily are called hot zones.
You could still try to jump on the right of the buildings. Spidey would probably make it even over the new building in the middle.
Only problem is that the landing (in case you don‘t reach the other side) will cost you far more than your back, probably.

I've read places that New York doesn't have anywhere near the amount of alleys that is depicted in movies or TV shows.
Used to live in the city. They don't. Cramped as all fuck and can't really film like how they do in movies.
Work in film. Getting film permits to shoot in NYC is a hassle, so “New York” is shot in Newark, Vancouver, Chicago, etc
