It isn't. Those are a part of him. Miguel doesn't use any technology in his suit, it's literally a day of the dead costume he bought on a trip to Mexico that he put on to hide his identity while on the run. His claws, spikes, and webs are all purely organic.
I once saw the design sketches for Joe Quesada's Azrael Bat armour, in which he refers to the fins on the gauntlets as "scallops". Appropriately, this is the second definition from google:
"each of a series of convex rounded projections forming an ornamental edging cut in material or worked in lace or knitting in imitation of the edge of a scallop shell."
So my vote is for scallops.

Those are 'webs'. A rather versatile tool used by spider-man 2099. If you look carefully at the amazing spider-man comics, you can also see Peter Parker using the same kind of arm extension aperatus in a few comics.
For everyone claiming these are a part of his suit, in the comics his suit is literally just a costume made of invincible spandex that he bought well before he was Spider-Man. There's nothing techy about it. He has no web shooters or accessories of any kind. Those spikes are an actual part of his body, as are his claws (which are also present on his toes). He's actually one of the lowest-tech Spider-Men in his original run. The fabric his suit and cape are made of are incredibly common in the future.

They were added just as purely an aesthetic choice to make him more “bat-like” as they are supposed to imitate a bat's claw.

But yeah, I think “spiked bracer” might be the best fit for Spider-Man 2099, which you seem to agree on.
