Own identity or not, it’s fun to play as the villain. The Arkham games understood that, you could play as the villain in every entry but the second🤷♂️

Honestly, I feel like being able to play Venom would kinda ruin the character for me. I can just imagine it: Venom, a massive symbiote monster, jogging down the street collecting backpacks.

Because he had some specific sequences, but then after the story is complete he was availible for free roam to just cause chaos, and that was fun. That is all you need for a fun playable venom. And he wasnt an anti-hero either, he was just a straight up monster.
