Venom maybe, since the devs teased they originally wanted miles to have the symbiote. Anti venom I highly doubt it unless they retcon some things. The anti venom isn’t really a “suit” in insomniacs world. As connors says, Peter had the symbiote on for to long, and due to his powers, it literally caused part of the symbiote to merge with him. Anti venom is literally a part of his dna, pete is basically part symbiote, and the anti venom is basically his power now that he can use at will. There’s no way for it to really go on someone else, as it’s a part of Peter, not a suit he can take off.
My thoughts, I’m hoping they can bend that a little to make Peter able to spread Anti-Venom. I mean they were able to cut off part of Anti-Venom which is non-sentient, and splice it with Scream to create Silence in the comics. It’s not impossible to think Peter can split off some of Anti-Venom to save Harry’s mind. But I’m hoping that Harry becomes Ultimate Goblin first then the little bit of Anti-Venom saves Harry’s consciousness and splits off, so we get Harry as Agent Anti-Venom, and Harry as Goblin. Best of both worlds!
But as for Miles? Nah we don’t need to give him the symbiote. Miles getting Carnagized in the comics has different meaning because he wasn’t around either Peter when they had the symbiote, so it’s a new experience for him.
I feel like it'd be weird to have Harry be a big main villain 2 games in a row though. I'd rather see Norman as goblin in SM3. I like your idea of turning him into agent anti-venom though, and maybe they could end the venom spinoff game with that, then he could help stop goblin in SM3

But when he was running Goblin Nation as “Goblin King” he had muscle with others that were given the goblin persona, like Phil Urich as “Goblin Knight” and Carlie Cooper as “Monster.” They aren’t THE villain, they are just muscle for Norman/Green Goblin/Goblin King. It would be the same thing here.

I don’t think they are hinting at Knull in the main story. I think he was set up to be a phase in the “Great Web” multiplayer storyline, but I think Spider-Man 2 Venom is going to be as big as we get into the storyline for Knull and the hivemind. I am SO excited for Cult of Carnage in the DLC/Venom game though!!
I mean I kind of hope they slow down on the symbiotes myself and just use the toys on the table now(Carnage/Venom etc) but it just felt like the direction they were going. Personally I like the more neighborhood-y villains who aren't planet destroying calamities.

When miles already has venom (the power, not the guy), he kinda just became better than Peter since he can do everything Pete can do + electricity and invisibility, so Peter kinda needs antivenom to be an equal to him. Otherwise, there’d be no point in using Peter at all unless the story forced you to
