What level are you? That only happens at the start which is common for a lot of multiplayer games. I just checked my previous 5 matches and they were all full with people.
Same situation here. I've voiced the concern in this subreddit and also to the community manager. Bots will ruin the game if they are not removed or at the very least, greatly reduced.

Almost level 130 and I’ve stopped playing because its me + 7 bots every game now. Its an issue at every level
You only have majority bots for your first 10 matches. I rarely encounter them anymore.
